SkyEdgeAI Operational Admissibility Layer

SkyEdgeAI · Operational Admissibility Layer

Your city is already
governed by AI.
You just can't prove it.

Every day, AI assists your police, routes your traffic, scores your permits, and flags service failures. None of those decisions have a tamper-evident, auditable record. Select your city to see your specific exposure — and what changes when seven integrated capabilities govern every decision.

01 — The void

What your city's AI governance record looks like today

These incidents happened to mayors. When council, federal auditors, or civil rights attorneys demanded the governance record for an AI decision — the record did not exist. The AI ran. The decision was made. The record was blank.

National pattern — what happened to peer mayors
Williams v. City of Detroit
Detroit, MI — 2020–2024
Facial recognition AI flagged wrong man. No tamper-evident record of the AI match, the confidence score, or the human review process. Officer applied for arrest warrant omitting material AI limitations.
Settlement: $300,000 · Nation's first AI wrongful arrest
Williams v. City of Chicago
Chicago, IL — 2020–2026
ShotSpotter AI alert used as primary evidence in murder charge. Police "put blind faith in ShotSpotter evidence." 89% of all ShotSpotter dispatches found no gun crime. No governance record of AI advisory vs. human decision chain.
Settlement: $500,000 · $49M total spent on ungoverned AI

CITY AI DECISION LOG — TODAY ⬤ NO RECORD EXISTS
Time Domain Decision Human review
When a council inquiry, federal audit, or court subpoena demands this record — there is nothing to produce. The decisions happened. The AI ran. The record does not exist in any form that is tamper-evident, auditable, or defensible.

"Our AI flagged something. We believe an officer reviewed it. There may be a log somewhere. We're checking with the vendor."— Career-ending.
With SkyEdgeAI
GuardianLedger™ produces the tamper-evident record — timestamp, AI output, confidence score, human review, decision rationale — in the form courts, regulators, and councils accept.— Career-protecting.

02 — The record

Your city, governed. Every decision. Evidenced.

The same decisions. The same AI systems. The same city. The only difference: SkyEdgeAI's Operational Admissibility Layer sits above every system — read-only, non-intrusive — and GuardianLedger™ records each decision before it becomes a liability.

03 — Why 95%

Governance evidence is only credible
when the AI underneath it is accurate.

Any platform can log a decision. SkyEdgeAI's 95%+ accuracy claim is earned by seven capabilities working as a single chain — each one eliminating a specific failure mode before the next layer runs. Click any capability to see how it contributes.

95%+
Platform accuracy across use cases and sectors Achieved through seven integrated capabilities — not a single model. Each layer removes a documented failure mode. The chain is what earns the number.

From defence to advantage

Governance evidence isn't a cost.
It's the platform for everything you want to do.

The Mayor who can prove their city's AI is governed doesn't just survive an audit. They win federal grants others can't access, lead climate coalitions with evidence not assertion, and make bold AI investments that councils can't block. Fear opened this conversation. This is the reason to act.

Federal AI requirements — your city must comply OMB M-25-21 · M-25-22 · April 2025
OMB M-25-21
§4 — High-Impact AI
Cities receiving federal grants must implement minimum risk management practices for any AI system whose output materially affects public safety, civil rights, or services. Requires pre-deployment testing, ongoing monitoring, human oversight, and traceable audit records. GuardianLedger™ is the mechanism that satisfies this requirement continuously — not annually.
OMB M-25-21
§4(a) — Traceability
Federal AI traceability requires an agency's ability to track and internally audit datasets used for AI and reflect the process for model-driven development. Without a tamper-evident record of every AI-assisted decision, your city cannot satisfy this requirement — and grant auditors will ask for it.
2 CFR Part 200
2024 Uniform Guidance
Federal grantees must now build technological systems to record every AI-assisted decision in covered programmes, with written justification from the approving employee, posted publicly. This applies to FEMA, HUD, DOT, EPA, and DOJ-funded city programmes — effective October 2024.
DOJ ECCP
September 2024
Federal prosecutors now evaluate whether organisations have implemented controls to ensure AI-generated data accuracy and protected against AI-generated false approvals or documentation. False Claims Act exposure applies to AI-assisted decisions in federally-funded city programmes where no audit trail exists.

04 — The ask

One conversation.
90 days to a governed city.

SkyEdgeAI deploys a 90-day governance baseline — GuardianLedger™ Commission, read-only integration across your existing AI systems, and the first tamper-evident AI decision record your city has ever had. No replacement of existing systems. No operational disruption. Governance built in from day one.

This platform · configured for city government · is named
CityGuardian™
The same seven capabilities. The same 95%+ accuracy chain. The same GuardianLedger™ record. When the Operational Admissibility Layer is configured for city government — connecting your traffic, safety, infrastructure, permitting, and utility AI systems into a single governed operational picture — it is called CityGuardian™. Not a different product. The same platform. Named for where it runs.
01
After an incident
A public AI failure has occurred. Lawyers, council, and press are asking questions. SkyEdgeAI produces the record that would have existed — and ensures the next decision is governed before it is made.
02
Before deployment
The city is deploying new AI systems. GuardianLedger™ Commission opens before go-live. Governance is built in, not retrofitted. The first decision is already governed.
03
Under oversight pressure
Federal auditors, council committees, or grant bodies demand AI accountability evidence. SkyEdgeAI is the only platform that produces it continuously — not annually.

"SkyEdgeAI makes your city's AI decisions legible to the people who are accountable for them — without touching the systems that run it."
